協力夥伴關係(collaborative partnership)在全球各項關鍵議題的解決上扮演了關鍵的角色。聯合國為推動全球永續發展，於2015年提出的17項永續發展目標 (Sustainable Development Goals, SDGs）。其中第17項的夥伴關係永續目標 (Partnerships for the Goals)做為推動全球永續發展的重要目標之一，透過SDG 17與其他目標的鏈結，賦予夥伴關係更具體且實質的任務，更能建立多元的夥伴關係，共同協力促進永續發展的願景。永續發展從全球尺度落實到地方社區上，社區能力的建構強調跨部門、跨層級的政策支援及跨專業領域的學科與技術合作，共同建構一個整體性支援系統。聚落振興中社區的跨域力量是關鍵，而社區跨域力量的形成更來自於協力夥伴關係的建立。日本所倡議的里山里海即透過夥伴關係凝聚權益關係人共識，推動以環境與經濟共存的地方發展政策。本研究嘗試以實證研究法探究夥伴關係間的協力合作能否能凝聚海岸聚落發展的議題，進而推動海岸聚落的振興。實證研究發現，透過夥伴關係間的協力能提高權益關係人的共識建立，以及有機會建立由下而上的政策參與系統

Collaborative partnerships have played important roles in addressing globally critical issues. The United Nations proposed the 17 sustainable development goals (SDGs) to promote the sustainable development in 2015. The Goal 17, Partnerships for the Goals, has more specific and essential tasks, through the linkage of SDG 17 and other goals. It is better to establish multiple partnerships and work together to promote the vision of sustainable development. From the global scale to the level of local communities, sustainable development in building community capacities requires interdepartmental and cross-hierarchical policy support as well as transdisciplinary and technical cooperation to construct an integral support system. The boundary spanning power of the community is the key to the revitalization of settlements, and the formation of the boundary spanning power of the community comes from the establishment of collaborative partnerships. Japan proposed Satoyama and Satoumi to emphasize the partnerships to build consensus among stakeholders, and to promote local revitalization policy where environment and economy coexist. The study attempted to apply the empirical research to explore the issue of coastal settlement development via the collaboration among partnerships, and then promote the revitalization of coastal settlements. The study found partnership collaboration can be enhanced the consensus building among stakeholders, and to be established a bottom-up policy engagement.
